(October 2004) Consensia Limited invited to China
The Chairman of the WEC China Committee, Mr. Zhang Guabao, opened this 15th Conference on Electric Power Supply Industry (CEPSI) with a strong picture of the huge and growing electricity needs in China and the government’s multi-energy and efficiency policies to meet them. Consensia Limited’s Managing Director, Eric Harrison gave a challenging paper on power grid reform, on the first day of technical papers of this 5-day event, that questioned if China needed an Integrated National Power Grid. The conclusion was that China would benefit from a number of regionally based but integrated asset owning companies but one single national independent System Operator (ISO). An ISO would provide an independent unbiased body to overview system expansion and new capacity which would improve the efficient operation of power generation and capacity construction, effective grid system operation and be pro competitive and pro-environmental. The paper, though controversial, was well received and many delegates were keen to follow up the messages and draw from the lessons of other countries. China and South East Asia in general is a major area of development and expansion in the power and gas industries. Both Governments and Companies alike are seeking to learn from the west and the lessons experienced there. Consensia Limited is well placed to assist them with our training, knowledge transfer and consulting activities.

CEPSI meets every two years and is fast becoming Asia’s top electricity event. Approximately two thousand people attended this 2004 Shanghai event, half from China. Leading industry executives from the STATE GRID company (which is responsible for infrastructure in 26 of the 31 China provinces) and from HUANENG Group (which accounts for 10% of China electricity generation in the 50% of the market not controlled by municipalities or embedded generators) were present. The next CEPSI will be held in Delhi in 2006.
